If you purchased it on an Android device, you can use it with the new Androids devices you will buy. Same for iOS, Windows Phone, and Amazon devices.
Be aware that the purchases are managed by Google and Apple. They’re related with your e-mail. If there’s an issue, check that both devices are using the same e-mail to access the app store.
